Park City Council will meet Thursday at 5:30 p.m. in Council Chambers at City Hall.
Agenda highlights include the following items:
China Bridge Structural Assessment Report
Staff will present a written summary of the China Bridge Parking Structure Condition Assessment and the Five-Year Capital Improvement and Protection Plan.
In January, city staff contracted Kimley-Horn and Associates to consult on inspecting and evaluating the parking structure. That was completed May 22, and the city then conducted a third-party review of those findings.
According to the assessment, the retaining wall along Marsac Ave. has failed and requires replacement. The failure is due to inadequate size of the original footing, the report reads, which led to “global stability failure.”
This means that the wall is rotating toward Marsac Ave. and currently shows more than seven inches of deflection.
The southern half of the parking structure also has some “significant structural concerns” that should be replaced within the next 10 years, the staff report says. The consultants’ report had made note that such structures, with routine maintenance, have an expected life of 50 years. The southern portion was built in 1986 — 38 years ago, so the deterioration seems to be bit ahead of the expected timeline.
On the other hand, the northern portion, built in 2006, is in relatively good condition, the report said.
The staff report said that the consultant provided a prioritized list of repairs and replacement efforts with costs for the next five years. The report suggests the city will incorporate these plans and begin tackling the most immediate concern of the Marsac Ave. retaining wall.
China Bridge is a 580-stall parking facility that Park City Municipal owns.
Resolution Welcoming Courchevel Sister City Visitors
Councilors will adopt a resolution officially welcoming the visiting delegation from Courchevel, France, including Mayor Jean-Yves Pachod and City Councilors Manon Lazzaroni and Claude Chedal Anglay. The resolution also recognizes the 40-year history between Park City and Courchevel and the benefits both cities have realized from the Sister City relationship.
Main Street Area Plan Update
The Main Street Area Plan team will provide a written update on the project’s progress. The planning process, currently in the early stages, is designed to ensure that Main Street and the immediate surrounding area maintains its historic character while also remaining economically vibrant for the next several decades, according to the city. A public Open House on the plan is expected to be held this fall, though the date is TBD.
Ranked Choice Voting Update
Park City has been exploring the possibility of shifting municipal elections to ranked choice voting, which involves voters numerically ranking candidates in order of their preference rather than just selecting one choice. Councilors will receive a legislative update from Utah Ranked Choice Voting representatives, continue their policy discussion, and provide direction to the City Recorder about ranked choice voting.
